“One important reason for vaccine hesitancy is the absence of perceived benefit from vaccination when there is no risk at all,” says Chunhuei Chi, director of the Center for Global Health at Oregon State University in Corvallis. Studies show that people are less likely to get vaccinated against SARS-CoV-2 if they feel they are at low risk of catching COVID-19. Researchers have found a similar effect during past infectious-disease outbreaks, including the H1N1 influenza outbreak in 2009–10.
That assessment is echoed by David Lewis, a professor in Oregon State University’s anthropology and ethnic studies department who advised McCartney early in his efforts.
“It is a complex problem and it is already happening in many areas,” David Wrathall, an associate professor at Oregon State University who studies migration and helped write the report, said in a press release. “Wildfires in 2020 displaced more than 4,000 people in Oregon. Many of those people are migrating right now as they look to rebuild their lives.” (see also Grist)

Still, there’s no shortage of academics who see value in private cloud providers building and maintaining the NAIRR. “I would strongly urge that the NAIRR would be based on the existing cloud providers in the commercial space,” said Tom Dietterich, distinguished professor emeritus in the Collaborative Robotics and Intelligent Systems Institute at Oregon State University, during the panel discussion.
