CORVALLIS - Universities are working to remind international students that they are affected by federal laws that require "aliens" - anyone who is not a U.S. citizen or U.S. national - to report any address changes.

Changes of address must be reported to the U.S. Immigration and Naturalization Service within 10 days, said Bill Smart, Oregon State University international scholar adviser and assistant director of admission.

The regulation is not new, but is now being enforced following the events of Sept. 11. The penalty for failure to comply could be considered a crime and result in a fine of up to $200, imprisonment of up to 30 days and deportation, Smart said.

Aliens should use federal form AR-11 to report any changes. The form is available at http://www.ins.usdoj.gov/graphics/formsfee/forms/ar-11.htm.

About 8 percent, or 1,384 of OSU's 17,000 students are international students. Nationwide, there are about 500,000 foreign students studying at universities, colleges and other institutions.
