CORVALLIS - Kathleen Mulligan, director of Facilities Services at Oregon State University, has received the State Management Association's Award for Outstanding Individual Achievement.

Mulligan was recognized for shaping her department into a professional, customer-oriented organization that focuses on continual improvement.

Her use of department-wide business plans to support its mission, including productivity and quality improvement and other aspects of service, has helped Facilities Services emerge as a leader in the industry, association officials said.
